Continue to seek compromise with the city's bargaining units that are fair to them and to taxpayers.

Invest in Systems and Technology
Implement additional website improvements which enhance customer service and accessibility. Online payments, online forms, ordinances, and so on to become accessible online.

Strategic Plan
Implement a rolling two-year planning process to address systemic investments and staff changes to reduce long term costs. Department heads are to plan for employee retirements in such a way that some retirees will not be replaced.

Electronic Council
Add an intranet capability to city's website so Council persons and city staff can access city records online. Intranet to become city's bookshelf (personnel policy manual, bargaining agreements, etc). Should reduce paper copies by 20-40%.
